Regulação Contábil Internacional: Interesse Público ou Grupos de Interesse?

Este estudo investigou o ambiente normativo do International Accounting Standards Board (IASB) com o intuito de identificar qual teoria de regulação, se a Teoria de Interesse Público (Pigou, 1932) ou se a Teoria dos Grupos de Interesse (Becker, 1983), seria a mais adequada para explicar a conduta regulatória desse órgão. Para tanto, analisou-se a associação de características dos respondentes das cartas de comentário do processo de elaboração da norma International Financial Reporting Standard (IFRS) 11 (Joint Arrangements) e sua influência na decisão do IASB de não manter o método da consolidação proporcional para os empreendimentos controlados em conjunto. O método utilizado para testar a influência dos grupos de pressão no processo regulatório do IASB foi a regressão logística. Os resultados apresentaram evidências de sucesso no lobbying de participantes dos países com sistema jurídico consuetudinário (common law), caracterizado pelo modelo contábil anglo-americano, o que traz indícios de que o processo de regulação contábil internacional seria mais identificado com a Teoria dos Grupos de Interesse.Descargas
